School and District Leadership Resources

As graduate students, you are expected to take initiative in your program and demonstrate commitment to your studies. Students need to prepare for class by reading and writing as per the syllabus and come to class with things to say about what they’ve read. Find ways to manage your time and studies in a way that’s best for you to succeed – regular investment of time during the week is usually key to success.

Coursework and pathway

Students are expected to take the program coursework as set out in the pathway below. If a student is unable to take the program as designed or diverts from this program plan, they will not be able to complete the program in the estimated time frame and may not receive all of the supports for CalAPA as designed.

California Administrator Performance Assessment (CalAPA)

The California Commission on Teacher Credentialing (CTC) has developed the California Administrator Performance Assessment (CalAPA) to measure students' mastery of selected California Administrator Performance Expectations (CAPE). The exam is made up of three cycles, each cycle focusing on a different skill set required for successful school leadership. The cycles are as follows:

Leadership Cycle 1: Analyzing Data to Inform School Improvement and Promote Equity

Leadership Cycle 2: Facilitating Communities of Practice

Leadership Cycle 3: Supporting Teacher Growth

Students accepted and matriculating into the School and District Leadership program on or after June 1, 2019 must take and pass all three cycles of the CalAPA prior to completing the program and to become eligible for recommendation for a credential.

The School and District Leadership program curriculum has been designed, in part, to help students prepare for and be successful in taking the CalAPA. Students will take CalAPA cycles as part of their work in Leadership Labs, in conjunction with supporting coursework. While the program will support students in CalAPA preparation, students are solely responsible for completing CalAPA registration and paying for each cycle of the test. If a student does not pass one or more cycles of the CalAPA, the student will meet with a designated program faculty member to review the graded results, identify areas of improvement, and create a remediation plan tailored to the student's specific improvement needs.

Students who have been recommended for an administrative appointment in a district prior to the completion of the program may be eligible for an administrative internship with the permission of the Program Coordinator or their designee.

Service requirement

Candidates ready for credential recommendation must have completed five years of full-time experience.

Five years of successful, full-time experience in a public school, nonpublic school, or private school of equivalent status located in California or another state, or a combination of experience earned in California and another state. This experience may be teaching, pupil personnel work, librarianship, health services, clinical or rehabilitative services, or a combination of teaching and school services equal to five years. Substitute or part- time service does not apply. Verification of experience must be on the district or employing agency letterhead and signed by the superintendent, assistant superintendent, director of personnel, or director of human resources. School or district personnel other than the applicant must verify all experience.

Credentialing resources

There are three pathways for those on the PASC pathway. Please review the options below and determine which pathway you are ready to pursue.

  • Letter of Completion: Issued by the University of Redlands to candidates who have not yet completed 5 years of full-time service.
  • Certificate of Eligibility: Issued by the CTC to candidates who have 5 years of full-time service in K-12, but does not have an offer of employment in an administrative position.
  • Preliminary Administrative Services Credential: Issued by the CTC to candidates who have 5 years of full-time service in K-12 and has an offer for an administrative position.

Students must complete all listed requirements before credential recommendation:

1. Completed credential application

2. Evidence of a bachelor's degree from a regionally-accredited institution*

3. Current Certificate of Clearance issued by CCTC or current credential issued by the CCTC*

4. Evidence of Basic Skills Requirement*

5. Evidence of a California teaching or basic services credential. Prerequisite credential must be a clear or life credential*

  • Teacher Credential with English Learner Authorization
  • Pupil Personnel Services Credential
  • Teacher Librarian Services Credential
  • Speech-Language Pathology Services Credential
  • Clinical or Rehabilitative Services Credential
  • School Nurse Services Credential

6. Letter from the district verifying 5 years of service

7. All program coursework completed (grades posted)

8. Clear student account of all registration/financial holds on account. Holds are indicated in the top right corner of the Student Planning screen.

9. CalAPA Cycles —Students that began their program Fall 2018 will take CalAPA cycles but they are non-consequential. CalAPA will be required and consequential after Fall 2019.

10. Verification of Employment Form CL-777 (for candidates that have an offer of employment)**

The credential recommendation to the Commission on Teacher Credentialing (CTC) is a multi-step process. Submission of the credential application will initiate the credential review and recommendation process. This process is initiated by the student.

Step 1

The applicant will review the credential requirements to ensure all requirements have been met. Please see a complete list of requirements below. The applicant should contact the Office of Licensures and Credentialing with any questions about the requirements or process.  

 

Step 2

The applicant will complete the credential application. The credential application will initiate the credential review process by the Office of Licensures and Credentialing.

 

Step 3

The University of Redlands will submit the information necessary to the Commission on Teacher Credentialing (CTC) to recommend the applicant for the credential. This process generally takes 2-3 weeks. 

 

Step 4

Applicants will receive an email notification when a recommendation is submitted. This email will come to the email address the applicant has their CTC Educator Profile set up with. The applicant will be able to complete and pay for the credential immediately.

The payment process must be completed within 90 days, or the credential will be purged and a new recommendation will need to be submitted. Applicants are responsible for updating contact information on the CTC's educator portal.  

 

Step 5

The CTC will process the University’s recommendation and grant the credential within 10 business days.

You will not receive a printed document from the CTC when your credential is issued. The website is the official site for all credentials and permits. You can print a copy of your credential from the CTC website.

Current students and alumni may submit their Letter of Completion, Certificate of Eligibility, or Preliminary Administrative Services Credential requests using the PASC Credential Application.
